Update: Kulongoski signs away driving privileges for undocumented workers

Dear Immigrant rights supporter,

With the stroke of his pen this afternoon, Oregon Governor Ted Kulongoski signed away undocumented immigrants’ access to driver’s licenses, creating a nightmare for the immigrant community and a public safety risk for all Oregonians.  You can read our statement online:  http://causaoregon.blogspot.com/2007_11_01_archive.html.

Already there are many questions, concerns, and fears.  We met with the Governor's staff this morning, and have answered some initial questions on this FAQ document available on our website (available Spanish/English).  There are still many questions left to be answered.  Email your questions to aeryca@causaoregon.org and we will bring them up at the next Latino DMV taskforce meeting on December 7th.
While this was a deeply sad day for immigrants and their allies, we were encouraged by a beautiful ecumenical service and press conference that we co-organized with Marion County faith leaders just hours before the Governor signed his Executive Order.  Over 150 immigrants and people of faith participated in a moving service of solidarity.  Check out pictures and statements at www.causaoregon.org.

Thousands of you called on the Governor to suspend his action.  Numerous faith, labor, business, and community organizations issued statements opposing his Executive Order.  Farmworker and grower groups also historically united in opposition, and issued a joint press release between PCUN and the Oregon Association of Nurseries.

We need to hold Gov. Kulongoski accountable, and keep racism and hate from dominating public discussion on this topic.

CALL KULONGOSKI and tell him that you oppose his Executive Order. (talking points available at www.causaoregon.org)

There are more than 40,000 traffic fatalities each year, and over 6.3 million motor-vehicle crashes, disproportionately caused by unlicensed drivers.  How does the Governor think that stigmatizing immigrant drivers as criminals is going to be a solution to fraud?  All his irresponsible executive order is going to do is fill our roads with unlicensed drivers--after all, people aren't going to stop driving themselves to work, the grocery store, or the doctor.
In reality, production and sale of falsified documents is likely to increase if large numbers of immigrants are denied drivers licenses. Excluding individuals from legal drivers licenses creates conditions in which false documents and false identities will proliferate, resulting in less accurate information about who is currently in Oregon.
The Governor has made a terrible error in signing this executive order.

    Sample Letter #2
Anti-immigrant activists think that if undocumented immigrants can't get licenses, they will self deport. That is not the case at all. There are extensive reports from many non-partisan sources. For one, the non-partisan policy organization, StateAction, found that driver's license restrictions have not deterred illegal immigration, nor has it encouraged existing immigrants to return to their homelands.
As for "national security" and "fraud", don't they think that the terrorists and criminals have away around getting licenses? All the governor is doing is punishing hard working immigrant families and creating a danger for Oregonians on the roads. Denying access to driving classes, identification, and ability to obtain insurance is not good public policy.  There are many Chiefs of Police around the nation who agree.

    Sample Letter #3
The Governor's Executive order that denies immigrants driver's licenses is bad for public safety.  Undocumented immigrants drive on U.S. roads to get to work, buy groceries, and take their kids to school. As a result of Governor Kulongoski's proposed executive order, these drivers will not be allowed to take drivers' license classes or pass driving tests, will not be able to get insurance, and will be more likely to get involved in a potentially fatal accident. Studies show that licensing drivers prevents accidents and insurance losses as drivers are tested, registered, and photographed.
AAA has extensive reports on how unlicensed drivers are five times more likely to be in a fatal crash than are validly licensed drivers. By denying immigrants drivers license access will make Oregon families less safe on the roads.  More and more, the Governor's plan seems like more of a threat to public safety than any solution to security.  If I'm in an accident, I want to be sure the other driver is licensed and insured.
